In his deliberation on Town Planning into the 21st century, Hague (in Blowers and Evans, 1997:138) points out that whilst many debates about planning are focussed on local initiatives and specific policy contexts, the influences on planning and urban change are international. He argues that key global influences on planning¡¯s progress in the 21st century, such as recession, resources and plurality, could also ¡°¡point to some convergence in the skills and attitudes required amongst town planners¡± (Hague in Blowers and Evans, 1997:139).
