APSA 2007--Towards an Asian Approach to Planning for Millennium Development
Date: 2007-01-05   Publisher: GPEAN   Hit: 1759

APSA 2007 conference committee has pleasure to invite academics and students of APSA members as well as other scholarly practitioners, outside APSA membership who are concerned with planning and related issues, to submit abstract proposals for individual papers, roundtable discussions, and poster presentations in its forthcoming 9th international conference.

The theme of the conference is ‘Towards an Asian Approach to Planning for Millennium Development. The emerging trends in the world economy and the prevalent tendencies of international political affairs clearly indicate a leading role for Asia to play towards achieving the UN declared Millennium Development Goals. The criticality of Planning towards such endeavors is highlighted by several factors such as; that Asia is the home for nearly forty percent of the world population; many of its states are experiencing rapid economic development even amidst political turmoil and ethno-nationalistic up rise; and the rich, long dated, and diverse natural and cultural heritage they inherit; etc. Besides the centuries old planning traditions, evidently owned by many Asian states, contemporary planning in all over Asia is highly preoccupied by the norms and concepts of post-industrial planning in the West. The Western models of planning have merits of their own, but over many decades by now they have proved to be inadequate to address the myriad of complex issues related to the socioeconomic development of Asian states, which in some way are unique to the region, although indiscriminately integrated with worldly affairs.

Hence, there arises a need to search for alternative planning models that can be appropriated to Asian societies, deviating from conventional ones. The development of such alternatives necessitates an intellectual discourse on problems, prospects, lessons, possible scenarios and future directions of planning in Asia, in the context of global affairs related to planning. This conference will be a venue to initiate such discourse in planning at a time that global attention is drawn towards Millennium Development Goals.
The main conference aims to provoke discussions on the possibilities for existence, likely objections, and tentative characteristics of ‘Asian approach towards Planning’, in the wake of achieving Millennium Development Goals. But, the conference will be open also for papers and discussions related to:

  • Planning Theory
  • Planning Education
  • Asian Identity in Planning
  • Transnational Planning
  • Urban & Regional Planning
  • Planning History
  • Local Governance
  • Planning Technology

Whatever economic globalization or 'global village' is the very portrait of present world, no one can deny that, it is a wise choice, with world developing, to make every citizen enjoy all the peace, wealth and health maintained by human beings.
Any action to hinder the knowledge from spreading is against the original intension of human.
While on the other hand, to accelerate the spreading of the knowledge is proved to benefit those conferrers and dispensers, in particular the education course.
And in this aspect, the discipline of urban planning begins with its first significant step.
Promoted by of APSA, AESOP, ACSP and ANSAPS, the first World Planning Schools Congress was held in Tongji University in July, 2001. And there were nearly 1000 officials, scholars of urban planning, educators, students and practitioners gathered making a deep discuss on the common achievements in urban planning and construction, communicating actively on working experience, as well as referring to practical experience of the other countries, cities and research partners. Therefore it made a full success.
According to the common sense of the above paragraph, to deliver the spirit to the whole world, 10 countries and transnational planning educational organizations, gathered signing the SHANGHAI STATEMENT on July 14th, which declares:on the goal of increasing mutual communication in order to improve the quality and visibility of planning and planning education. To achieve this, it was agreed to establish a global planning education association network and committees to plan holding the second World Planning Schools Congress and to develop an inclusive communication network.
Here you see the web page of Global Planning Education Association Network directed by the spirit of the Shanghai Statement.
Here we also provide various urban planning organizations with opportunities for mutual communication and immediate report on the significant events of worldwide urban planning, discussing on the developing tide of planning theory, even further, improving the function of urban planning in public life, in order to build a city system which is sustainable and impelling.
What we want to put emphasis on is that this network not only exists in the infinite virtual digital world, but also is consisted of close relations between a myriad of scholars, schools and cities, which must be existing in real life and detailed common study. And we will try our best to bring up this cooperation and communication.
